getting "SQL Server error 41106" trying to join Secondary Replica to Availabiltiy Group

I've been circling this for days and can't seem to get past this issue.

Azure Setup: One Domain Controller, on File Server Witness, two SQL servers, (2012 Enterprise). All VM's running Win 2012 R2, static IP address.

Windows Server Failover Cluster is configured with the two SQL VM nodes, and a File Share Witness on the File server.

SQL Services are all running under the same domain account across all three servers. This account has been granted sysadmin rights on all three servers. I still get error 41106 when trying to join the secondary replica to the AG. I have tried turning off all the firewalls (temporarily) but that didn't resolve it.

I don't think Firewall ports or permissions on the endpoints is my issue. What else does error 41106 refer to?

Any help would be appreciated.
