Event ID 10028, Distributed COM

Hi,

We are getting this Event Error on the Primary SQL Replica server. 

DCOM was unable to communicate with the computer "sqlFC@domain.local" using any of the configured protocols; requested by PID     1c90 (C:\Windows\system32\ServerManager.exe).

> sqlFC is the Failover-Cluster resource for SQL servers.

Also notice that from Server Manager, automatic refresh failed. Task details:

"Failover-cluster": Refresh failed with the following error: The RPC server is unavailable. 

"Failover-cluster": Configuration refresh failed with the following error: The metadata failed to be retrived from the server, due to the following error: WinRM cannot complete the operation. Verify that that specify computer name is valid, that the computer is accessible ovber the network, and that a firewall exception for the WinRM service is enabled and allows access from this computer. By default WinRM firewall exception for public profiles limits acesss to remote comouter within the same local subnet.

From Server Manager - the sqlFC IP address is not display and Manageabiloty: Target computer not accessible.

- From Failover Cluster Manager, the sqlFC is online however

They are all Azure VMs.

- From the SQL VM, CANNOT ping the "sqlFC" resource.

- But the Failover Cluster is showing online.

What can we do to resolve this?
