How to modify File Share Witness (Quorum) in Always on Availability WSFC

Hi Experts, need some suggestion, please.

I did set up always Availability groups

Physical-ServerA-DC-Primary 
Physical ServerB-NY-Secondaryand Configured on ServerA and ServerB to use Fileshare Witness below<g class="gr_ gr_932 gr-alert gr_gramm gr_inline_cards gr_run_anim Style replaceWithoutSep" data-gr-id="932" id="932">:DC</g> 

Total 3 quorum votes

VM-ServerC:File ShareWitness : D\Quorum: LOCATED IN DC This is a VM

When Primary and  Fileshare Witness (both in DC) servers lost power, we lost all Acess to SQL server as the cluster got shut down because of no way to establish a quorum and <g class="gr_ gr_315 gr-alert gr_tiny gr_spell gr_inline_cards gr_run_anim ContextualSpelling multiReplace" data-gr-id="315" id="315">i</g> couldn't failover because the witness and primary are offline and secondary server was sitting idle but waiting for the primary to come online

 now, I would like to change the file share witness location to  NY  server file share witness in a new VM D where we have 24X7 power so that in case any <g class="gr_ gr_928 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling ins-del" data-gr-id="928" id="928"><g class="gr_ gr_19 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling ins-del" data-gr-id="19" id="19">if</g></g> the  primary DC goes offline <g class="gr_ gr_713 gr-alert gr_tiny gr_spell gr_inline_cards gr_run_anim ContextualSpelling multiReplace" data-gr-id="713" id="713">i</g> can manually failover to the server which is online

1. should have to change the file share witness location in both primary and secondary server Failover cluster manager or any 1 change should sync both?
2. does this require a restart ? 
3. what is the worst that could happen 
4. the cluster will still run even if the witness goes offline or maybe some unexpected issues
5. will the change be successfully done if <g class="gr_ gr_1636 gr-alert gr_tiny gr_spell gr_inline_cards gr_run_anim ContextualSpelling multiReplace" data-gr-id="1636" id="1636">i</g> follow the steps ? just worried as <g class="gr_ gr_1637 gr-alert gr_tiny gr_spell gr_inline_cards gr_run_anim ContextualSpelling multiReplace" data-gr-id="1637" id="1637">i</g> never done before
