Is "Fail Over Clustering" role needed on Windows Server 2012 to setup SQL fail over cluster?

As per my understanding we have to install and configure "Fail Over Clustering" role on Windows 2012 before installing SQL Server 2012 fail over cluster. But I was reading the following article on Technet Blog which is about making SQL fail over cluster and no where it mentions that it needs to be done. 

So I wanted to know if it is required or not?
