SQL Always ON cluster testing environment issues

Hi all, 

Help me understand what is going on, I have 2 cluster nodes with Server 2008 R2 sp1 and standalone SQL server 2012 (on both nodes) with always on automatic failover,

my cluster quorum configuration is node majority + file share witness,

starting of my test I put all core cluster resources to node1 (cluster name, cluster IP, FSW)

also I put there on node1 SQL Availability Group Listener (Name, IP, generic resource)

both nodes have node weight = 1 in qourum vote

now when I want to simulate loss to fileshare from node1, I open hosts file and put there nonexisting IP for network name of file share, then I can see that node1 is unable to access FSW, I expect that everything will be failovered to node2, but however only thing that happens is that FSW resource will end up in failed state (even when in properties I set up to failover all other resources if failed to start)

please help me understand why loss to FSW from node1 doesn't initiate failover to node2
