Private Cloud - VMM

Hi , we have a private cloud between 3 sites.  we looking at building SQL server highly available & DR etc.

initially you would think of two node guest cluster on primary site , remote sites  High Availability Groups.

If we are using private cloud , am I correct in saying we don't need to have HA groups on remote sites.  All we need is a two node cluster setup as a service.  If setup correctly , in the event of disaster

the cloud platform , can deploy a third node , which will be passive (active node crashed , passive node became active)

in the event we loose a building block (primary site)  , the cloud platform can bring up the entire service on a secondary site

there is no need for HA Groups ,  HA FCI  as a service only would be sufficient

thanks
